France Excellence Eiffel Scholarship 2027 — Fully Funded Master's and PhD in France
Fully funded Master scholarship in France for International students 2027
France's flagship award for international master's and doctoral students, run by the French Ministry for Europe and Foreign Affairs. You cannot apply directly — a French higher education institution must nominate you, so the real work starts months before the official January deadline.
Eligibility
- Non-French nationality
- Age limit set by the official call (29 at master's level, 35 at doctoral level)
- Must be nominated by a French higher education institution
- Field must fall within the seven funded disciplines
France Excellence Eiffel Scholarship 2027: who qualifies, and what to do first
The Eiffel programme is not a scholarship you win. It is a nomination your host university makes on your behalf. That single fact reorganises everything about how you should prepare, because you are no longer filling in a form — you are convincing a French department that you are the strongest international candidate in its pool this year.
WHAT IT COVERS
Eiffel pays a monthly living allowance for the duration of your master's or doctoral programme, covers your return international travel in economy class, and provides health insurance support while you settle into France. It is financed by the French Ministry for Europe and Foreign Affairs and administered by Campus France, which is precisely why the paperwork runs through a French university and not through an embassy desk.
What it deliberately does not do is pay your tuition. Fees at public institutions are handled separately, and although many universities waive or reduce them for nominated candidates, that is a decision each institution makes for itself. Plan on the allowance being living money, and confirm the fee position with your department in writing before you accept a place.
WHO CAN APPLY
Eiffel is open to non-French nationals. The official call sets an age ceiling, and the awards are concentrated in seven priority disciplines. Science and technology covers biology and health, ecological transition, mathematics and digital sciences, and engineering sciences. Humanities and social sciences covers history and French language and civilisation, law and political science, and economics and management.
Run these questions against your own file before you invest a week in a dossier:
- Am I already admitted, or genuinely likely to be admitted, to a French master's or doctoral programme starting in 2027? - Is my subject inside one of the seven funded fields? - Will I still be inside the age limit on the selection committee's assessment date? - Is there a professor at that institution who can speak to my academic work rather than only to my character?
If the answer to any of the first three is no, this route is closed to you in this cycle no matter how strong your transcript looks.
HOW TO APPLY
You cannot submit an Eiffel application yourself. A file sent directly to Campus France by a student is discarded before review begins. The sequence is unglamorous and sequential: shortlist French institutions that actually teach your programme, write to the relevant department between September and November 2026, ask plainly whether they nominate Eiffel candidates, and hand them a dossier good enough to put their name behind. The institution then files the nomination. The published deadline for the 2027 campaign is 8 January 2027.
Your materials checklist:
- Academic transcripts and degree certificates, with certified translations where required - A study or research plan written for that specific institution - A current academic CV - Two or more reference letters from academic supervisors - Language evidence in French or English, depending on the programme - Passport copy and a recent photograph - For doctoral applicants, a research proposal and confirmation that a professor has agreed to supervise
COMMON MISTAKES TO AVOID
Chasing prestige instead of fit is the most expensive error. Committees notice a study plan that names a famous university but cannot identify a single laboratory or supervisor. Starting in December is the second: by then most departments have already closed their internal window. Assuming the award covers tuition is the third, and it turns into a funding gap in your first month. Sending an identical statement to five institutions is the fourth — a good plan should read as though only one university could have produced it.
DEADLINE
8 January 2027 is the Campus France deadline, but the date that actually decides your fate is the host institution's own internal cut-off, which typically falls several weeks earlier. Build your timeline backwards from the university, not from the national date.
TIPS TO WIN
Find out whether the department has a record of nominating Eiffel candidates; some do it every year and others never do, and that history is worth more than the university's ranking. Send a short, specific email that references a recent paper by the person you want to work with. Treat your referees as participants rather than suppliers: brief them on the programme so their letters address research potential instead of punctuality.
WHAT HAPPENS AFTER YOU SUBMIT
Once the institution files your nomination, Campus France reviews files in a single annual round and publishes results in the spring. There is no interview stage and no opportunity to add documents after the deadline, so the dossier submitted in January is the one that is judged. If the same institution has nominated you before without success, remember that the award is normally one-shot at each degree level: a rejected master's application does not damage a later doctoral application, but repeating the same level rarely succeeds. Ask your department what other internal funding it can offer alongside a nomination, because a partial departmental grant combined with an Eiffel nomination is a common and stable package.
