SINGA Singapore PhD Award 2027 — Fully Funded
Fully funded PhD scholarship in Singapore for International students 2026
Singapore's flagship doctoral award, run by A*STAR with NUS, NTU, SUTD, SMU and SIT: four years of tuition plus a rising monthly stipend, airfare grant and settling-in allowance, and no bond. The August 2027 intake closes 1 December 2026.
Eligibility
- Be an international graduate — citizens of all countries are considered
- Not be a Singapore citizen or permanent resident
- Not have studied previously at a Singapore tertiary institution
- Hold a Bachelor's degree with excellent academic results; a Master's is preferred but not required
- Show good written and spoken English, and strong reports from two academic referees
- Be applying in biomedical sciences, physical sciences or engineering
If you are weighing a research doctorate in Asia, SINGA is the one that most consistently turns up at the top of the list — and not because it is the largest. It is the cleanest: one application, six host institutions, four years of funding, no bond, and a stipend that goes up once you clear your qualifying examination.
WHAT THE AWARD ACTUALLY COVERS
SINGA pays full tuition fees for up to four years of PhD study, plus a monthly living stipend. The stipend steps up when you pass the qualifying examination, so budget your first eighteen months to two years on the lower figure rather than the higher one. On top of the monthly payments there is a one-time airfare grant of up to S$1,500 and a one-time settling-in allowance of S$1,000.
Two things it does not cover, and both catch people out. Health insurance is not included — you arrange and pay for your own cover. And there is no allowance for a spouse or dependants. If you are planning to bring family, the stipend is a single-person budget.
The award is completely bond-free. Unlike many government scholarships, there is no requirement to remain in Singapore or work for a state body afterwards. You finish your doctorate and your next move is entirely yours.
WHO CAN APPLY, AND THE SELF-CHECK THAT MATTERS
SINGA is open to international graduates of any nationality. Three exclusions do the real filtering: you cannot be a Singapore citizen or permanent resident, and you cannot have studied previously at a Singapore tertiary institution. That last rule ends more applications than any other, and it is not obvious from the marketing copy.
Run these questions honestly before you invest three weeks in an application.
Are you applying in biomedical sciences, physical sciences or engineering? SINGA is doctoral only and the subject scope is narrow and explicit — there is no master's route here and no humanities track. Have you completed, or are you close to completing, a degree with excellent academic results? A strong bachelor's is enough; a master's is preferred but not required. Can two academics speak specifically to your research potential, not just your attendance? Do you know which project, and which supervisor, you are asking for? And are you clear that this is a doctorate with a genuine research question at its centre, not a coursework programme with a thesis attached?
THE DEADLINE, AND WHY NOVEMBER IS YOUR WORKING MONTH
The August 2027 intake closes on 1 December 2026. Applications for that intake are open now. A second intake, starting January 2028, closes on 1 June 2027 and is available only at A*STAR and NTU, so the December deadline is the one with the widest choice of institutions.
Two practical notes. First, only shortlisted candidates are contacted, within about twelve weeks of the closing date — silence is normal and does not mean rejection is final. Second, both referee reports must be submitted online by your referees. An application with one reference is not assessed at all, so the real deadline for you is the date you ask your referees, not 1 December.
HOW TO APPLY, AND WHAT TO HAVE READY
You apply through the A*STAR applicant portal. There is no hard-copy submission and no mailing address.
Your materials checklist:
A passport copy or official national identification. A recent passport-style photograph. Transcripts and degree certificates, translated into English where the originals are not. Two academic referee reports, submitted online by the referees themselves. A research statement or statement of purpose that connects your background to a named project. Optional but useful in technical fields: GRE or GATE scores. IELTS or TOEFL are not a SINGA requirement, though an individual host university may ask for them at admission stage.
Before you write anything, browse the research projects listed across A*STAR institutes and the partner universities, and shortlist up to three project and supervisor preferences. The single biggest differentiator between two candidates with identical grades is whether the proposal reads like it was written for that laboratory.

Not sure whether your file is competitive? Take it to an OEAC advisor before you submit — a second pair of eyes on the research statement is usually the difference between shortlisted and rejected.
WHERE SINGA SITS AMONG YOUR OPTIONS
If a funded doctorate elsewhere in Asia is your next comparison, Hong Kong's PhD Fellowship Scheme runs on a similar December deadline:

Japan's MEXT route is slower and embassy-mediated, but it funds a longer horizon:

And for artificial intelligence specifically, MBZUAI in the UAE is the closest Gulf equivalent:

COMMON MISTAKES THAT COST PEOPLE THIS AWARD
Applying before identifying a project. SINGA scores fit against published research areas; a generic statement written for "Singapore" rather than for a laboratory is the most common self-inflicted wound.
Leaving the referees to the last week. Both reports must arrive online before the deadline, and nothing is processed without them.
Assuming prior study in Singapore is fine. It is an exclusion, not a preference.
Treating the stipend as a family income. There is no dependant allowance, no housing subsidy and no medical cover.
Assuming you need a master's degree. You do not. Final-year undergraduates with strong records can apply, provided transcripts and a certification letter are supplied.
Confusing the two intakes. The January 2028 intake is limited to A*STAR and NTU, so if NUS, SUTD, SMU or SIT is your first choice, 1 December 2026 is your only window.
One last thing worth knowing: SINGA has produced more than 900 PhD graduates from over 40 countries since 2008, so the programme is well documented and alumni are easy to find. Ask one of them what the qualifying examination actually involves before you commit four years to it.
