Commonwealth PhD Scholarships 2027/28
Fully funded PhD scholarship in United Kingdom for Commonwealth developing countries students 2026
The UK government's flagship doctoral award for least developed and vulnerable Commonwealth states, covering fees, airfares and living costs for a full-time PhD. The 2027/28 round closes at 16:00 BST on 20 October 2026, and Pakistan is on the eligible list.

- Hold a first degree of at least upper second-class (2:1) honours, or a 2:2 plus a relevant postgraduate qualification, by September 2027
- Not have been registered for a PhD, or an MPhil leading to a PhD, before September/October 2026
- Be able to show you could not afford to study in the UK without the scholarship

If a funded doctorate in the United Kingdom is on your plan for 2027, this is the deadline of the month: the Commonwealth PhD Scholarship round for 2027/28 is open now and closes at 16:00 BST on Tuesday 20 October 2026. It is one of the very few UK awards that a Pakistani candidate can win without private money behind them, and it pays for the whole doctorate rather than a first year of it.
WHAT THE SCHOLARSHIP COVERS
The award is funded by the UK Foreign, Commonwealth and Development Office and administered by the Commonwealth Scholarship Commission (CSC). A Commonwealth Scholarship covers university fees, approved airfare from your home country to the UK and back at the end of the award, and a personal maintenance allowance. It runs for full-time doctoral study at a UK university, beginning in September or October 2027.
Two conditions deserve a second reading. First, you may not hold another scholarship, award or bursary that covers the same costs at the same time — if you are shortlisted elsewhere as well, you will have to choose. Second, the CSC does not ask for an IELTS test, but the university that admits you may still set its own English condition, and admission stays a separate process from the scholarship.
WHO CAN APPLY — AND THE SELF-CHECK THAT MATTERS
This is a development-funded scheme, so the eligible-country list is short and fixed rather than open to everyone. For the 2027/28 round it is: Bangladesh, The Gambia, Kiribati, Lesotho, Malawi, Mozambique, Nigeria, Pakistan, Rwanda, Sierra Leone, Solomon Islands, Sri Lanka, Tanzania, Togo, Tuvalu, Uganda and Zambia. If your country is not on that list you cannot be nominated, however strong your record is.
Run these questions honestly before you give the form a weekend:
Are you a citizen of an eligible country, or a person who has been granted refugee status by one, or a British Protected Person? Are you permanently resident there, rather than temporarily living somewhere else? Can you show that you could not afford to study in the UK without this award — the CSC asks it directly and expects a straight answer? Will you hold a first degree of at least 2:1 standard, or a 2:2 plus a relevant postgraduate qualification, by September 2027? And have you kept clear of registering for a PhD or an MPhil leading to a PhD before September/October 2026?
One route is built in and rarely discussed. Disabled applicants who can demonstrate real potential to contribute to international development but do not hold a 2:1 may be considered for a contextualised nomination through the Commonwealth Disabled People's Forum. If that describes you, approach the Forum early — the nomination has to exist before the deadline, not after it.
Then check the subject angle. Applications are assessed against six CSC development themes, and a proposal that reads as development-relevant will outrank an equally strong proposal that does not. Frame the research problem in terms of what it changes at home.
THE DEADLINE, AND THE DATES AROUND IT
The hard deadline is 16:00 BST on Tuesday 20 October 2026, for study beginning in September/October 2027. That is a mid-afternoon cut-off, not midnight — plan for the portal's clock, not yours.
Two practical obstacles catch people out. The form runs on two-factor authentication, so you need a smartphone or a second email account simply to register, and a 22-character passcode to get back in. And your referees and the supporting documents are the long-lead items, not the essay. Start the registration today even if the writing is not finished.
HOW TO APPLY, AND WHAT TO HAVE READY
Everything is submitted through CSC Central. The CSC cannot accept applications or documentation sent by email or post.

Your materials checklist:
A valid passport or national identity document. Degree certificates and full academic transcripts, in the required format. A research proposal or study plan for the doctorate you are asking to fund. Two academic references, from people who can speak to your research ability. Evidence of your degree classification, and of any postgraduate qualification you are using to meet the academic bar. A statement of how the research serves development in your home country.
CSC publishes a template application form and a separate guidance document, and the guidance document is the one that matters: it explains what each section is scored on. Draft your answers in a plain text file first, then paste them in. That way nothing is lost if the session times out.
Not sure your file is competitive? Take it to an OEAC advisor before you submit — a second reader on the research proposal is usually the difference between shortlisted and rejected.
WHERE THIS SITS AMONG YOUR OTHER UK OPTIONS
The master's version of the same scheme is a different competition with a different eligible list:

Cambridge's Gates award is the closest comparator for a full-cost postgraduate place:

And Chevening remains the main UK route for a taught one-year master's:

COMMON MISTAKES TO AVOID
Applying from a country that is not on the eligible list for this round. The list changes between cycles, so check it against the current call, not last year's article.
Leaving registration until the final day. Two-factor authentication plus a portal that is busy in the last 48 hours is a bad combination.
Assuming admission covers the scholarship. They are separate: you still need a UK university place, and you still need to satisfy that university's English condition.
Omitting the affordability statement because it feels awkward. It is one of the published eligibility criteria.
Ignoring the development angle. A technically impressive proposal that never mentions the home-country problem is a weaker file than it needs to be.
