East-West Center Graduate Fellowship 2027
Fully funded Master's and PhD scholarship in USA for Asia, the Pacific and the USA students 2026
A US graduate fellowship built specifically for Asia-Pacific students, covering tuition at the University of Hawai'i at Manoa and an on-campus place in the East-West Center's residential community. Afghanistan, Pakistan and China are all on the eligible list; the deadline is 1 December 2026.
Eligibility
- Be a citizen or permanent resident of the United States, or a citizen of a country in Asia or the Pacific — the eligible list includes Afghanistan, Pakistan, Bangladesh, India, China, Iran, and Russia
- Hold, or expect to hold before the award starts, a four-year bachelor's degree or its equivalent
- Show a minimum GPA of about 3.0 on a 4.0 scale in your last four semesters (or six quarters) and in all post-baccalaureate work
- Apply separately to a graduate programme at the University of Hawai'i at Manoa by 1 December
- Submit a complete EWC application, including the academic and civic engagement reference forms
- Send supporting documents for the University of Hawai'i admissions files by 10 January
- Show a commitment to the East-West Center's goals of building an Indo-Pacific community
Most American graduate scholarships are written for domestic students and stretched to cover a few others. The East-West Center Graduate Degree Fellowship is written the other way round: it exists for students from Asia, the Pacific and the United States specifically because the Center wants them living and studying together. Afghanistan, Pakistan, Bangladesh, India, Iran, China and Russia are all on the eligible list, which makes this one of the few fully supported US routes genuinely open to Afghan and Pakistani applicants.
WHAT THE FELLOWSHIP COVERS
The fellowship covers the cost of general tuition and fees for graduate programmes at the University of Hawai'i at Manoa, a place in an East-West Center dormitory, and partial funding towards incidental expenses. Funding for field study and conference presentations is offered competitively during your period of study.
Read the word "general" carefully, because it is where people get caught. The award does not cover the full tuition or professional fees for professional programmes such as Architecture, the JD, the LLM, an MBA, an MAcc, the MD, the DNP or an MSN. Candidates in those programmes are responsible for the difference themselves. If you are targeting a professional degree, budget for the gap before you accept a place.
The residential element is not optional and it is not just accommodation. Fellows live in the same building, take part in leadership development and community projects, and are expected to contribute to campus life. If you want a purely academic funding transaction, this is not the programme for you.
WHO CAN APPLY — AND THE SELF-CHECK THAT MATTERS
The eligible list is explicit, and there is no general international category. It covers the United States (citizens and permanent residents), the Pacific region, Southeast Asia, South Asia — including Afghanistan and Pakistan — and East Asia, which includes China, Hong Kong, Macau, Mongolia, Japan, Korea, Russia and Taiwan.
Ask yourself:
Are you a citizen of a listed country or a US citizen or permanent resident? There is no route in for other nationalities, however strong the file.
Do you have, or will you have before the award begins, a four-year bachelor's degree or its equivalent from a recognised institution?
Is your GPA around 3.0 or better on a 4.0 scale in your last four semesters or six quarters, and in all post-baccalaureate work? That is the stated minimum, not a target.
Are you applying to a programme where general tuition is what you owe — not a professional degree with its own fee scale?
Can you show commitment to the Center's purpose, which is economic security and cooperation across the Indo-Pacific? Priority in selection goes to applicants who can.
THE DEADLINE, AND THE TWO-PART APPLICATION
The EWC deadline is 1 December 2026 and the competition is open now. But 1 December is only half of it: unless you are already an enrolled classified graduate student at UH Manoa, you must also apply to the university for the following fall semester by the same date.
Then there is a third date. Supporting documents for both the UH admissions office and your department must be complete by 10 January 2027, regardless of whether the departmental deadline falls later. Treat 10 January as a hard internal deadline, not a grace period.
HOW TO APPLY, AND WHAT TO HAVE READY
You submit the East-West Center application and, in parallel, a separate University of Hawai'i at Manoa graduate application. Two systems, one outcome.

Your materials checklist:
The completed EWC Graduate Degree Fellowship application form. A separate application to the University of Hawai'i at Manoa for a graduate programme. An academic letter of reference, using the Center's own form. A civic engagement letter of reference, using the Center's second form. A curriculum vitae or resume. A copy of your passport bio page. A clear statement of how your study connects to the Center's Indo-Pacific mission.
Not sure your file is competitive? Take it to an OEAC advisor before you submit — a second reader on the research proposal is usually the difference between shortlisted and rejected.

COMMON MISTAKES TO AVOID
Applying for a professional degree and assuming the fellowship covers the whole tuition bill. It does not, and the list of excluded programmes is published.
Missing the university application because you were concentrating on the EWC one. Both are due on 1 December.
Leaving official transcripts and English test scores until January without telling yourself they are due on 10 January. Late documents mean an incomplete file.
Using generic reference forms. The Center supplies its own academic and civic engagement forms, and referees must use those.
Treating the residential and leadership programme as optional. It is part of the award, and fellows who skip it lose what the Center is actually funding.
