Kyoto University AFLSP Scholarship 2027
Fully funded Master scholarship in Japan for Asia (BXAI's published list of countries and regions) students 2026
Kyoto University's BXAI award pays tuition, the admission fee and up to JPY 250,000 a month for a two-year master's. Apply 4-13 November 2026 for April entry.
Eligibility
- Be a citizen of one of the Asian countries and regions on BXAI's published eligibility list — China, India, Pakistan, Bangladesh, Nepal, Indonesia, Thailand, Vietnam, the Philippines and most of East and Southeast Asia appear on it; confirm your own nationality on the BXAI page before applying
- Be applying as a regular, degree-seeking master's student at a Kyoto University graduate school for April 2027 entry
- Also cover professional degree programmes and the first year of a five-year doctoral programme, which are eligible alongside standard master's courses
- Pass, or be on course to pass, the entrance examination of the relevant Kyoto University graduate school — the scholarship does not replace admission
- Check your graduate school's admission deadline: some require the admission application to be submitted before the AFLSP window opens
- Commit to the two-year enrichment programme, which includes a summer programme and cohort activities
- Apply directly to the scholarship; there is no nomination by your undergraduate university
Most Japanese funding for international students arrives either through a government recommendation or through a university's own quota, and both are slow. The Bai Xian Asia Institute programme works differently: it is a private foundation that funds a fixed cohort at eight partner universities in Japan, China and Hong Kong, and at Kyoto University it takes roughly ten scholars a year. The application window is short, it opens in November, and it is the most direct route into a funded Kyoto master's.
WHAT THE SCHOLARSHIP COVERS
AFLSP@KU is a two-year award. It pays a monthly living allowance in the region of JPY 150,000 to 250,000 in total, plus the admission fee and tuition fees, with the exact figure moving with the exchange rate. On top of the money, scholars join a professional enrichment programme — the foundation runs a summer programme and cohort events across the partner universities — and are expected to take part.
The two-year length is the part that distinguishes it from most Japanese awards. A MEXT scholarship covers a full degree but involves a year of preparation and a government selection; a university fee waiver covers tuition and leaves you to find living costs. This one pays both, for the standard length of a master's, and it is decided by the foundation and the university rather than by a ministry.
Read the word "regular" carefully. The award is for degree-seeking students enrolling in a Kyoto University graduate school, not for exchange students, research students or non-degree visiting scholars. If your route into Kyoto is a research student year first, you are not yet in the competition.
WHO CAN APPLY — AND THE SELF-CHECK THAT MATTERS
BXAI's eligibility list is a closed list of Asian countries and regions, not "Asia" in the loose sense. China, India, Pakistan, Bangladesh, Nepal, Indonesia, Thailand, Vietnam, the Philippines, Malaysia, Sri Lanka, Mongolia and most of the rest of East and Southeast Asia appear on the published list. Applicants from outside it cannot be funded, however strong the file, so check your nationality first and do not read further until you have.
Then work through these:
Are you applying as a regular master's student for April 2027 entry, or to a professional degree programme, or to the first year of a five-year doctoral programme? Those are the eligible categories.
Have you checked your graduate school's admission deadline? This is the trap. Some Kyoto graduate schools require the admission application well before the AFLSP window, and a scholarship application without a live admission file goes nowhere.
Can you pass the entrance examination? The scholarship sits on top of admission; it never substitutes for it.
Do you want the enrichment programme, or only the money? Scholars are expected to complete the programme's requirements, including the summer component.
Can you apply directly, without a nomination? There is no institutional nomination route here — the file is yours to submit.
THE DEADLINE
The application period for April 2027 enrolment runs from Wednesday 4 November to Friday 13 November 2026, closing at 17:00 Japan time. That is a ten-day window, and it is the only one this cycle for April entry.
The October 2027 intake works on a different calendar: guidelines are expected around January 2027, with an application period likely in April. If you miss November, that is your next opening, and it is roughly five months away.
HOW TO APPLY, AND WHAT TO HAVE READY
You apply to the scholarship directly, after reading the guidelines and preparing the documents the programme lists. The application is separate from, and additional to, your Kyoto University admission application.

Your materials checklist:
The AFLSP application form, submitted inside the published window. Your Kyoto University admission application, or evidence that it is live. Academic transcripts and degree certificates. A statement of purpose tied to the leadership purpose of the programme, not only to your research topic. Letters of recommendation as specified in the guidelines. Language evidence accepted by your graduate school. A copy of your passport showing the eligible nationality.
Still deciding whether your file is strong enough? Take it to an OEAC advisor before you submit — a second reader on the motivation letter and the transcripts is usually what separates a shortlisted application from a complete one.
OTHER FUNDED ROUTES INTO JAPAN
The University of Tokyo's MEXT scholarship is the largest government-funded route:

Tohoku University's IGPAS programme is the science-focused alternative:

COMMON MISTAKES TO AVOID
Starting in November. The window is ten days long; referees and transcripts cannot be arranged inside it.
Applying without a live Kyoto admission file. Some graduate schools close their admission round before the scholarship opens.
Assuming the award covers a research-student year. It does not — the eligible categories are degree programmes.
Treating the leadership component as optional. It is the reason the foundation funds the programme.
Checking the nationality list after writing the essay. It is the first filter and the cheapest one to apply.
