Mundus MAPP 2027-2029 — Fully Funded Public Policy Master's in Austria and Europe
Fully funded Master scholarship in Austria for International students 2026
A two-year public policy master's taught across Vienna, Barcelona, The Hague and York, with Erasmus Mundus funding of up to EUR 33,600 and a full tuition waiver. The scholarship deadline is 1 December 2026.
Eligibility
- Hold a completed bachelor's degree with official academic records
- Apply to exactly one of the four mobility tracks
- Show English proficiency and a social science background suited to the chosen track
- Not hold or have held an Erasmus Mundus Joint Masters scholarship
- Submit by 1 December 2026 for scholarship consideration, with certified documents where required
A public policy master's that runs through Vienna, Barcelona, The Hague and York, with a full tuition waiver and EUR 1,400 a month, is a rare configuration. Mundus MAPP has been running since 2007, has taken students from 85 countries, and is one of five programmes the European Commission picked as an Erasmus Mundus success story in 2020. The 2027-2029 cohort is open for applications now.
The date that governs everything is 1 December 2026 at 23:59 Central European Time, which is both the financial aid deadline and the early self-funded deadline.
WHAT THE SCHOLARSHIP COVERS
The Erasmus Mundus Joint Masters scholarship is calculated at EUR 1,400 a month for the full 24 months, capped at EUR 33,600, and it comes with a complete tuition fee waiver. Health insurance for the enrolment period, plus two weeks before and two months after, is bought by the consortium for every enrolled student. A separate institutional scholarship gives one 50 per cent tuition waiver per study track, without a stipend.
The exclusions are the part applicants underestimate. The Year 1 study visit and the Year 2 winter school each cost EUR 600 to EUR 1,000 depending on destination, and travel and visa costs between your home country and the consortium countries are yours. On a EUR 33,600 award that is manageable, but it is not nothing.
WHO CAN APPLY
The scholarship is open to applicants from inside and outside the European Union, and there is no separate scholarship form: you indicate interest in the application and the consortium ranks you. You apply to exactly one of four mobility tracks, and the track determines your two universities: CEU Vienna with IBEI Barcelona for global public policy, CEU Vienna with York for European public policy, ISS The Hague with IBEI for political economy and development, or ISS The Hague with York for governance and development.
Applicants with a prior Erasmus Mundus Joint Masters scholarship are not eligible for another one. The Dutch visa rules that apply to the ISS tracks are documented separately, and the consortium advises applicants from visa-sensitive countries to use the first deadline rather than a later round.
Ask yourself: which of the four tracks actually matches my policy interests, rather than which city I would like to live in? Do I have the social science background the track expects? Can I document a completed bachelor's degree with official records? Am I free of a previous EMJM award? Can I cover the study visit, winter school and travel costs from the stipend?

THE DEADLINE AND WHAT HAPPENS AFTER IT
Applications for financial aid close on 1 December 2026 at 23:59 CET. First-round decisions, including EMJM scholarship results, are published in the applicant portal on 14 April 2027, with appeals due by 20 April 2027 and official academic records by 31 July 2027. Self-funded applicants who do not want financial aid have later dates: 15 April 2027 for non-EU and EEA residents, 1 July 2027 for EU and EEA residents.
Note what the calendar implies. If you want funding, December is your only date; there is no second scholarship round in April.
HOW TO APPLY, STEP BY STEP
Choose your track before you open the form, because you may apply to only one. Read the admissions checklist and the formal document requirements on CEU's admissions pages, since the consortium is strict about certified records. Complete the CEU-hosted online application and upload the supporting documents. Indicate your interest in a scholarship when prompted; there is no separate application and no CEU application fee unless you are also applying to other CEU programmes. Submit before 1 December 2026 and keep the portal login safe for the April decision.
Materials checklist: bachelor's diploma and transcripts with a grading explanation, English proficiency evidence, two academic references, a statement of purpose tied to your chosen track, a CV, passport identity page, and certified translations wherever the originals are not in English.
TIPS THAT ACTUALLY MOVE THE NEEDLE
Write the statement of purpose against the track's syllabus, not the programme brochure. A global public policy applicant and a governance and development applicant should sound like different people, because the tracks are taught by different institutions with different methodological preferences.
Second, address the funding arithmetic in one short paragraph: how the EUR 1,400 covers rent and the two residential events. Reviewers know the exclusions and respect applicants who have done the sum. Third, if you are applying from a visa-sensitive country, submit early enough that a late document request cannot push you past the December cut-off.
MISTAKES THAT GET APPLICATIONS DROPPED
Applying to more than one track. The rules allow one.
Missing the December date and expecting the April self-funded deadline to carry scholarship consideration. It does not.
Sending uncertified or untranslated academic records.
Treating the institutional 50 per cent waiver as a backup plan. It is one award per track and carries no stipend.
Forgetting that a previous EMJM scholarship disqualifies you.
If your transcript is not in English or your grading scale is unusual, have an OEAC advisor check the file before submission. Document formalities are the quiet reason strong applicants get filtered out at this stage.
